I'm down for RISK, this is one of the best format of game style play for airsoft IMO.
I have a question, would it be possible to have all the represented color flag on pole's mounted on top of the admin tower? when one color is taken over, the flag is moved to the controlling pole. I think this would help in the dynamic of the game and facilitate communication.

That's not a bad idea. Would certainly make it MUCH easier to tell whether or not a color has been captured or not.

I don't believe Dave imposes penalties for day-of payments for RISK games (especially if you get with him ahead of time and talk to him about it!)
