Yes, both are allowed on the field... the ROE with them varies depending on the game.

During open play, Thunder B's are 10 ft kill radius, Tornado is bb impact (including ricochet) is a kill.

Golden Weasel CQB games rules are different:
thunder B will force a team back
BB filled grenades will kill everyone within 10 ft with line of sight.
